Ken, I bet it is something in the binnacle. I suggest taking the binnacle off and checking the big plug going into it. Maybe the contacts in this connector aren't making a good connection. The next thing I would suspect is the volt meter itself. Try connecting the leads of your Fluke meter on the back and while the binnacle is plugged in and see if 12V is getting to it.
