My strategy on a few cars has been to use spray cans of black (tar)
undercoat.  It isn't pretty, but when a frame-off restoration isn't timely
then this stuff can cover, soak in and fill.  You can even get cans that
have a straw to blow the gunk in hard-to-reach spaces.
