Bill is wrong. Torque is force. I can hold 20lbft of torque on a
wrench for fifteen minutes, and do no work if the wrench doesn't turn

Martin is right. If my 20lbft of torque on my wrench results in the
bolt turning, all of a sudden I'm doing work, and the rate at which I
do that work is the power I'm expending on it.

Watt is right.
Since work is force * distance, torque is a force, speed as used by
Martin means rotations/time, work equals torque*rotations, and power
equals torque*rotations/time. Martin's and Watt's equations look
different, but they're equivalent.
