The silver box you refer to is a thermal trip which is designed to cut power to the cooling fans in the event of an overload. Why have it when other cars don't? Ask LUCAS! I personally have a very low opinion of the whole electrical system on the car, there are some unbelievable wiring gaffs that anybody with a GCSE in electronics wouldn't make - Lucas have got to come pretty high up on the list of those responsible for the D's failure If your thermal trip is cutting power to the fans prematurely it may be faulty, or it may be that there is a genuine fault in the circuit which it is correctly protecting against - you'll find that out when you get the new trip installed. The manual override switch you have discovered has been added in to allow the driver to flick on the fans if the temperature starts to rise but the fans have not come on. It's actually quite a handy idea.
