It is unlikely to be the governor at fault. As Martin said it usually fails
"safe" so loses 1st gear or 1st and 2nd gears.

I've only got half the schematic with me here for it, but I believe it is
theoretically possible for it to fail so that only 1st gear is available.
However I have not heard of an example of that in practice, and think it is
unlikely to be the problem.

I agree with Nick, try pulling the fuse out, whichever one that is, see if
it goes into third gear then.

As I understand it, selecting 2 on the gearstick won't force it into 2nd
gear.  That just stops the car using 3rd gear, gives you 1 and 2 only.
Selecting 1 just gives you 1 only.

When was the last time that the transmission fluid and filter were changed?

If you have a multimeter, there are a couple more things you can test also,
but I need to find my diagram first.

I'm not going to be a lot of help here because I'm going to tell you
what it isn't....

I'm sure someone might jump in and blame the transmission governor, but
this is designed to get stuck in 3rd if it fails AFAIK

The bit where the tranny meets the engine is the final drive and takes
regular gear oil. Probably just driveshaft seals weeping (v common after
24 years, but usually only a couple of drips a week!)
