Those little wires certainly form the ground function for the dash 
instruments (amongst other things?) ignore them at your peril. 

DMUK mounted a extra ground cable from there to a known good ground 
point (main behind the rear parcel shelf upright) which cured many 
strange and wonderful 'Boeing' gremlins.

I am told it should ground via the radio bracket directly to the 
screws under the front of the centre console (where the clock/dimmer 
sits).
