Yeah, I suppose you're right.

But at most there's what - one D a week?  By the look of the shipments to
Southampton when I was there, there's probably 500 Mitsubishi Dogturdis  (or
whatever they call those 4x4 Japenese import things)  - how many of those
you reckon get inspected?

Needless to say DVLA asked for the registration fee and the tax fee in cash
up front ("credit cards, in the 21st Century, oh no, not us sir!") before
they told me about the inspection.   What a racket!
