Steve,

It probably would have been a lot easier to enlarge the hole in the 
bushing whilst it wasnt installed on the car. but now its in 
position i wouldnt want to try and press it out again  ( unless it 
popped into the bulkhead easily enough ??)

The bushing shouldnt be so tight as to cause difficulty turning the 
wheel, it is only there to guide the shaft through the bulkhead and 
take out any rattle at that point.

The shaft ideally should turn in the bushing with only a little 
friction but likewise not rattle around in the hole at all.

#carefully# enlarge the hole with a fine round file or dremill until 
you get this balance correct. Take your time doing it like you say 
you dont want to end up doing it all again :(
