It's not welded, but a nut slotted into a space behind the spring. 24 
years of corrosion will have seized it and instead of coming loose, the 
nut has stretched it's little cage. To remove you must take the spring 
out, then you will be able to get to it. You mustn't leave it loose, and 
I expect now you've spun it, you can't do it up either...
