[doc] Re: "BTI" Article



As I am one of the 'elite minority' who has imported a car from the
USA, I can clarify that BTI stands for Binding Tariff Information.  It
lets C&E (sorry, Customs and Excise) which work out a Commodity Code.
Under the old system they were given Commodity Code 9705, now they
are 8703 which is why they are now subject to 17.5% Value Added Tax
and 10% Duty (on price of vehicle and shipping).
