[doc] PROTOTYPE 2 - further update

It may be that the UK has lost its chance on this - if it ever 
existed.  However, teh secretary to Ian Paisley e-mailed me today to 
say that Mr Paisley was taking the matter up directly with the gov't 
with a view to the car being acquired for the public.  Whether this 
helps or not, I don't know, but he was the NI politician with the 
biggest clout that I could think of.
