I have used phosphoric acid on rusty parts and it removes all the rust and
leaves a shiny metal finish.

With regard to hammerite and with all paints you have to stir them well
initially and not shake the tin. This will intriduce small air bubbles which
in turn won't give the best protection on the steel surface. All mild steel
will rust in the presence of oxygen. Oxygen will be able to permeatate
through the tiny macroscopic holes to the steel surface and not give the
best protection. Because any surface rust is slightly alkaline (i.e. Iron)
then the surface should really be treated with a mild acid to neutralise any
molecules left after rubbing the rust off first. Merely painting over the
top of rust will not stop the rust.

Mind you, any paint is better than none.
