Sounds more like some kind of Capitalistic Conniver..who is just trying to drive some business to his site...

I would be VERY CAREFUL..as he might also be trying to harvest your  Personnel information/email address to sell off to spammers / telemarketers... 

Lately there has been a rash of Connivers coming to the DML to either gouge people out of good money trying to peddle their crap at 10 times the value or of fake giveaways... 

Just remember..THIS IS the Internet... if it sounds too good...it most likely is a scam..or a virus attachment(if your download his program) and YOU WILL pay for it...Literally...use your common sense and better judgement...
