He's talking about taking the fuel/air mixture unit loose from the intake runners in the back and raising it up at a slight angle (B28's have a flexible boot between the throttle plates and the U pipes -- this won't work on a B27). It's the only way short of actually removing the fuel/air mixture unit to get enough clearance to remove the wires & cap. You'll be working by braille.
