Mike, I know you've been around a long time, but I have to ask if you've ever tried doing what you're recommending here. I can tell you that I've tried this in the DC area, and at the time (6 years ago) was laughed out of the door each time. The mechanics who knew the K-Jetronic as it applied to Volvo automobiles are long gone, or so far out of practice by this time that they're useless. As I recall, only the 260 and 760 series Volvos (and not all of them) came with an engine that resembled the PRV we have.
