Bob, I don't think any of the fuel taxes goes to health care actually. You have to remember that a lot of Europeans are taxed upwards of 50% (FIFTY) of their income to cover medical care and other things. I spoke last week in Belgium and I think he said something like 13% of his paycheck went to healthcare!
