OD is not critical. As long as it covers up the holes in the carpet, it is big enough. I used a hole saw bit to make mine from scrap black nylon (no chance of paint chipping off, as can sometimes happen with steel washers). Since the washers are cosmetic only, nylon is fine. My new ones are 1 1/2" OD IIRC. ID is 7/16" (10mm).
