I had cables but I figured why bother asking someone for help when I could just call roadside. The issue ended up being a wiring problem. There wire going from the cooling fan circuit breaker to the starter was on the wrong terminal. It is supposed to be on the unprotected side. Instead, a previous owner put this wire on the protected side and the starter wasn't getting enough amps to do its job.
