Washers not only allow the brackets to rotate easier, but they also eliminate squeaking. They will not bend backwards on the protruding bolt tube, nor will the tube eat into them. Note also that the entire bushing face is supported against the washer -- they provide exactly the same stability as pressing the bushings against the shock towers themselves, yet allow the brackets to move more freely and quietly. This allows the sway bar to press into an empty space.
