Yes, It should move down firm under fuel pressure and second time easier and 3rd almost no pressure. Keep in mind that fuel will squirt into the cylinders when you do that. Then unplug the CSV when trying to start. If it doesn't go down then loosen the 10mm screw in the middle and center the larger plate.
