It sounds like it might be a thermostat that is stuck closed. Check the water pump for bearing looseness  and that it turns freely as well. If it is OK, tighten up the fan belt to make sure that it isn't slipping.
 
If the fans come on when the the temp goes up like it use to (check the temp gauge), the otterstat should be fine. If you already bought a new one, carry it with you for an emergency.
