I think the most likely cause is a rotor with too much tickness variation or too much run-out. The only way to be sure is to take the rotors to a professional machine shop and have them cleaned up - new or not. I would also clean the hub mounting surfaces and also check the WHEEL mounting surfaces - they can get really thick with oxidation because of the way they are made - water gets in the plastic cap and cannot get out.

Are the front wheel bearings good? Smooth - no play, etc.?
