Chris, You are correct. When the headlight switch is in the first position to activate the side marker lights, or when it is in the second position to turn the headlights on, both the headlight switch itself and the hazard switch should illuminate. Does your hazard switch illuminate under any conditions? Could be a dead bulb. I replaced mine with the LEDs from DMCH. A blue one for the light switch and a red one for the Hazard (I also removed the little plastic lenses inside the switch to get a much richer color from the LEDs).
