The government mandates the level of oxygenates and other additives. To stretch petroleum resources (and reduce emmissions) they will increase the level of "hamburger helper". You will see higher and higher levels of ethanol as the newer cars can better tolerate the stuff. Just as they had lead removed, the newer blends are not meant to be used in the older cars. That is why the government is pushing to get rid of the older cars. Same problem with the motor oil and the reduction of the level of zinc.
