First thing I would check is to start the car from cold, and keep checking the hose that comes off the thermostat. If it never really gets hot, the thermostat is probably stuck open and needs to be replaced. Been a while since I was looking at the heater hoses, but I bet if they were crossed, it would not work very well. You should be able to figure that out by looking in the parts book. The hot water valve behind the engine (which is what allows hot coolant to flow to the heater core) can definitely go bad or get stuck. That might need to be replaced. Otherwise, if everything else is OK, you probably have a vent flap problem or something under the dash.
