You would have failed in NJ too. The Cat may need replaced but, you have some other issues to fix before you can say for sure based on the numbers. The CO and CO2 are really off from what I've experienced. This could be caused by a bad fuel adjustment, vacuum leaks or exhaust leaks, etc. The NOx cannot be completely evaluated until the other numbers are back to "normal' for the DeLorean engine. The fuel adjustments are usually done with electronic measurements which can prove to be quite accurate if the mechanical pieces are correct. These specs and procedures are in the service manual. With HC so high, just guessing, there is probably a vacuum leak causing too much fuel which has damaged the CAT. The NOx numbers are close so fixing the vacuum leaks and/or other mechanical issues and checking the fuel adjustments may allow the CAT to bring the NOx back into specs. HC 25 to 0. avg 12 CO .12 to .02. avg .06 (not to be confused with service manual numbers which are before the CAT) CO2 16.0 to 13.5. avg 15.0 NOx below 900. avg 650 DMCH CA should be able to fix it.
