I believe the 1996 and up is only for emission testing AND OBDII readings. I am mistaken on thinking vehicles aged 20 years and newer need emission tests, when the number is actually 26 years and up need it! See the link for more/complete info: http://www.nydmv.state.ny.us/broch/c-50.htm
