Make sure it's really starting in first gear (i.e. governor is working and connected). Does the slipping get better or worse as it gets warmed up? If the presssure checks out and it's really hitting all three gears, and it's still slipping, you're looking at a rebuild/replacement at some point. Ouch. If you drive easy on it, it can go a very long time like this though.
