That can happen, and will make it move around a bit more than normal. But with the sender out of the tank, when you flip it over the gauge usually takes 15 seconds or so to go from one end to the other. If it goes immediately, the problem is inside the gauge itself. I've seen bad gauges that move like audio VU meters (old guy reference). 

Best test is to pull the sender from the tank. Let the fuel drain out. Now hold it right side up and verify that the low fuel light comes on and it reads empty. Now flip it upside down and look a the gauge. It should move all the way to the top, but it should take some time. If it moves faster than you can run from the tank to the dashboard you have a different problem.
