Kevin made me think of another "weak air" culprit: The glued foam piece on the back of the A/C box. If you have never resealed it, you can bet yours is leaking. You can't see it, but if you reach your hand behind the console in the driver's footwell, and across the car toward the passenger side, you can feel a foam block on the back of the evaporator box. If the foam is loose, put it back on. Duct tape is probably the easiest; trying to get glue back there could make a real mess. Reattaching that will also fix the 'warm air on the driver's feet during the summer' and 'cold air on the driver's feet during the winter' problem. Even on speed 4. Often my fan would cut out if it was too hot. I replaced the fan in 2004 with a Hervey unit to fix a noise issue. The fan still did not blow any stronger, but was much more silent than the original.
