I think Farrar's problem goes far beyond that tech bulletin. He was literally swimming in his own car. I've never seen anything quite like it. For that much water to fill the passenger compartment from the windshield plenum alone (remember: his drain hole is clear), it must have come loose from the body. Since the windshield plenum is blocked from inside the car by the evaporator box, covering it from the outside may well be his best option. Since he has no water intrusion now, the sealing points mentioned in that tech bulletin obviously do not apply to his car. The tech bulletin does not mention the windshield plenum.
