I would start with troubleshooting the cold start system. A quick and "dirty" way to test it is to remove the cold start valve and stick it into a cup with the wires attached. Have an assistant try to start the car while you watch the valve to see if it sprays fuel. Don't let him actually start the car, just turn it over for a few seconds, that should be enough for you to tell if it is working. If it doesn't spray you have to find out why. If it does spray my next step might be a little Ether to help decide if it is a fuel problem or an ignition problem. Do you know how long it has been since it's last tune-up? If you don't know or it has been a LONG time then maybe you should do it now.
