Wayne, Starter voltage around 9.5 to 10 volts should be reflected on the blue / yellow wire coming from the relay and going to the left side of the resistor. If that voltage isn't there when cranking the engine over you will have a hard time starting. The lower the volts the harder to start. About 10.2 or so is optimal. Dis connect the HT coil wire to crank over for test and unplug the cold start valve.
