The foaming could be contaminates still in the system that need to be flushed out. The other possability is a combustion chamber leak, ie a popped head gasket from a previous overheat. The idle hunting is probably a vacuum leak or leaks. They are cumulative, ie, many small ones add up to a big problem. BTW that is NOT an idle speed screw. It is the mixture adjustment. You might try turning it maybe 1/8 turn CW to richen the mixture just a little. Will help with the hunting and give you more power. Check that the idle micro is being set when the throttle is at idle. You may have excessive play in the quadrant link.
