I still need to let you borrow my Pennebaker & Hedgus (sp?) DeLorean documentary Bill. It shows this very car running around the Lotus test track. I believe in either the DeLorean Gold Portfolio or Stainless Steel Illusion, there is also a picture of this DeLorean with other contemporary Lotus cars lined up in a factory shop. So I believe your hunch is 100% right that this was taken at Hethel. I disagree however that they were experimenting with rims though. This car was simply a mock up test mule... they flogged it around test tracks, built it and rebuilt it, monitored and tested it, etc. The production DeLorean's wheels didn't really change all that much from the original's. I'm guessing Lotus threw these wheels on this car just to be able to drive it while the real ones were being designed and fabricated for the production car. There are other pictures of this car with fiberglass doors too... they just kinda threw this car together to play with it some while the final details of the production car were being ironed out.
