Actually if you look at M:18:04 you will see the ignition ECU is protected by fuse #1. Wires UY (Blue/Yellow) and W (White) are not protected but they do come off the alternator splice at N (Brown). That can be considered a "fusible Link" in that it is a small gauge wire and a direct short will melt it. You are correct in that it could have been better protected but I do not see how you could protect the distributer cap from melting since that is in the secondary ignition circuit and I have never seen that protected on any car. The only guess I have without actually seeing what happened is maybe the distributer cap was not on correctly and somehow that caused the problem. Or one clip came undone and the cap was not securely fitted. Since this is rather uncommon I would guess the problem is on that particular car and not a fleet-wide problem. Having too wide a gap may have contributed to this. It could also be that maybe the cap was defective in some way or it was damaged during installation. Another possability is a fuel leak leaking onto the distributer and the fuel caught fire. Since you say the car was converted to a carbureator I can't say with any certainty if that had anything to do with the fire.
