It depends. In Minnesota, the stated DMV does not track mileage on cars over a certain age. When I titled my '87 Esprit earlier this year, the title came back with no mileage recorded, even though I provided the odometer reading to the registrar. When I called the DMV later to get a new title issued with the correct mileage, I was told that they would not. So, for a DeLorean in Minnesota, you can do what you want with the odometer.
