  If your otterstat is at the 12 o'clock position,try putting it at the 6 o'clock position,it is a known fact that if there is any air trapped in the system at the 12 o'clock position the otterstat will not get a reading,but at the 6 o'clock position regardless of air  being trapped,as long as the otterstat is submerged in coolent it will give a reading for the fans to come on.Also change over to the auto  coolent airbleeder sold at your favorite vendor.Hope that helps
