Rob, Possibly, you got a bad otterstat when you bought the new one. Did you run a hot water test on it? Second, your thermostat may be bad or installed incorrectly, thereby not allowing any fluid to pass thru the system over the otterstat and up to the radiator. (Yes, it can be installed upside down, not easily, but it can be done) Did you run a hot water test on the thermostat to see if it is opening at the correct temperature?
