The situation probably was that the car would not start in any position (including neutral and park). The "mechanic" figured out it was the park-neutral safety circuit preventing it and instead of fixing the problem he just bypassed it. Few would even notice but .... one day... KABOOM! Imagine the car stalling in traffic. The light changes fast and the owner, in a hurry, tries starting it in gear while stepping on the gas. He probably would not even know what happened! Keep in mind this is an automatic. You do not usually shift as you are driving! Maybe you move it to neutral but maybe you moved it just a little too much and now you are in REVERSE! Or maybe the thing is totally misadjusted and you were in 2nd all the time and now you just put it into 3rd. Could be the reason it wouldn't start in neutral or park in the first place!
