[DML] Why POR and not epoxy?

I scraped off the bubbled epoxy tonight under the leaking MB cylinder, no real damage, just very light surface rust.  I note that DMCH sells the 2 part epoxy for the frame.  Why is everyone using POR-15 etc. for epoxy damaged areas instead of simply using the original epoxy?  Does it require baking or something?
