Have you removed the glove box to see if the fresh air duct to the box is sealed? Taking out the blower motor may help inspection before taking the dash and everything apart. It sounds like the box may be broken or not assembled correctly in the back. Is there more cold air while moving and no air motor operation or when the air motor is running and the car not moving?
