Perhaps he means Reagan's treasury secretary (Donald Regan)?

Regan is popularly regarded as the "father of Reaganomics," but the 
arguably necessary 1981 recession -- which certainly hurt, if not 
killed, DeLorean Motor Company -- is not attributable to him (see 
Paul Volcker, originally a Carter nominee).
