Many of the systems on the motor, the Lambda, the idle motor circuit, the vacuum advance, the catalytic converter, the cold start, vapor recovery, the inertia switch, etc are not "essential" to the operation of the motor. The motor can be made to run without them. Not well or within emissions but it can be made to run. Some owners choose to modify or disable some or all of them. Some do it on purpose, some do it without knowing what they are doing. IMHO it is easier and better to try to get they car running the way it was designed and certified. On a Stage II motor you will have to set the mixture up a little richer than stock and the idle a little higher. As long as you have the O2 sensor in the exhaust you should be able to set all of the systems up to run.
