Just a thought. If you're in or near the northeast, maybe the car was previously registered in New Hampshire. NH doesn't require titles on vehicles older than 10 years. Caused me a little trouble similar to yours when I moved to a state that required a prior title to get a new title. Affadavits along the lines of "yes, this car is really mine"... I would be very skeptical buying a Delorean without a title, or a registration, or at least some sort of believable documentation that the guy owned it.
