Bob.. It really depends on the state.  In NY if you ran the plate  number it 
will also tell you what lien holders are on that title.  You can  also ask the 
owner to see the title.
That is the 50 cent answer to a complex question.
    Again, any answer would depend on the state where  the car is titled or 
registered as each state has its own rules.
