On one car I had speedo problems with it turned out to be a problem inside the head. One of the plastic posts had broken off with a metal clip atttached. It wound up getting attracted to the magnet for the speedometer because of the metal clip. It jammed up the works. I reglued the post back into it's spot and now the speedometer is fine. If you have tried everything else you might consider pulling the head.
