The place to start would be the plug going to the fuel pump. Test for 12 Volt power and a good ground. If you have both the pump is dead. If you do NOT have both you have to figure out why. Since you say the inertia switch has been bypassed I would make sure. Don't forget the connector plug up inside the windscreen washer bottle. They do corrode and a bad connection there will kill the fuel pump.
