It may not be either one. The speedo on my car went out once too (I started having a wobbling needle on my speedo first, then it wouldn't move at all). Turned out it was just a bad Dust Sheild. The square hole had worn itself round, and wouldn't grip the Angle Drive Input any longer. If by chance you DO have a broken cable, it would most likely be the Lower Cable. You should have a bracket mounted to the steering knuckle that keeps the lower cable lifted up, and prevents it from binding.
