My son read your complaint while I was reading it. There seem to be companies specialized in odour cleaning. According to his explanation your car need to be "fumed" like they do when having dog smell in your car or when having had a fire in your house. If there have been mice in the car, you best check all openings they may have used to get in (even air inlets). Make sure all passages are clear and clean before fuming your car.
